Use the pale ash blonde brow kit to complete you eyes. I'd use a soft blush color, since you have fair skin. Maybe soft focus romance.

use netrogena foundation is specially for skin prone to break outs. wear plum brown green and gold shimmery shades wear green or black eye liner

They have a set for blue and a set for green, so pick which ever co.or your eyes are closer to. I agree with using the mineral make-up. I just started using it and my face feels so much better during the day. I bought the L'oreal Paris version of the mineral stuff. I'm pretty fair skinned as well and what's nice about the make up is I can add a little and get coverage or add a little more if I want to add a little extra color to my face. I have green eyes and for my eyeshadow I use pinks, greens and purple. My fave combination is to put a light green over the lid, then go in with a light shimmery pink and just cover the bottom part of the upper lid. For eyeliner you can use a dark purple to help the green pop in your eyes, or use a brown. I would not use black unless you're going out for the night, it looks to made-up. Remember, less is always more. You look a lot better if your make up just looks like you're naturally that beautiful and not your make up that looks beautiful. If you're fair skinned, I would also go with a lighter pink and put some on your cheeks, going at an angle from your mouth to your ears. If you want the sun-kissed look you can put a little blush on your nose and forehead, but just a little. And be proud of your freckles, don't try to cover them up with a lot of make up, be proud of the face God gave you. Good luck with your make up and remember to just have fun with it. :)

if you're prone to breakouts, then I would definitely wear something light. i have the same color hair and eyes as you, so the color makeup i wear is...
*eye liner- light brown
*eye shadow- either medium pinks or light browns
*mascara- brown or black, but something light, such as NYC products
*use very little blush if any (light pinks and/or browns), and NO FOUNDATION
*I recommend NYC makeup, which tends to be light, or Maybeline, but that tends to be more expensive
*never use mineral makeup, because it tends to be too heavy

Oh, and by the way, definately don't use dark colors, even if others say to, because with fair skin, it will clash with your natrual skin tones!!!
And remember, you'll look good in anything as long as you stick with light colors.

For foundation and concealer, you should try Bare Escentuals i.d. Bare Minerals makeup; it's really natural and covers everything. You can get it at Sephora or Ulta.
For eyeshadow, try shades in lighter golds and browns, copper, rosy-plum, lavender, medium rosy-pink, olive brown.
For liner, try sable, gold, copper, brown, violet (only on top lash line, lining under your eyes will only make them look smaller).
For mascara, try deep brown (NOT black, it will be too harsh and fake with your pale skin).
For blush (you should wear it to avoid looking palid), try shades of peachy-pink, light cinnamon, light raspberry, light *******, apricot, golden rose.
For lips, try shades in pinky-brown, light cinnamon, light raspberry, light *******, cinnamony-pink, light rose.
