How do i create blue highlights for almost black hair?

i'm 14 years it's my first time dying my hair and my mom doesn't want to go to a salon. my hair is brownish/blackish. i may get it cut soon shorter and may this effect how to put in the blue highlights? my friend said to bleach my hair first, but do i bleach my whole head or just where i want the blue highlights?also, how do i make highlights? i don't want too many strips- maybe 10 or less. when bleaching, do i have to blow dry my hair and then apply the dye? which shampoo do you recommened for washing colored hair(especially blue)?will i need help like my mom or can i do this on my own?last questions, will my color go back to being dark over time or will i have to dye my har black??which product do you recommend for me to use that is really good. and last question, if something happened wrong, how do i fix it??

Yu Need To get Bleach..

And Bleach The Parts Yu Want To Be Bleached..

Then Get Some Manic Panic Blue Hair Dye Or Whatever Brand Yu Want..

Then Dye The Parts Yu Bleached (On Dry Hair)

Then If It Doesnt Turn Ot Right,

Then Go To Sally Beauty Supplies Or Something Liek It Where They Sell Alot Of Hair Dye (Not Target) And Ask What To Do..

I Had This Happen And They Told Me That The Only Way To Cover It Is To Use An Ashy Color. Like Dark Ash Brown.

Then..

Let Your Hair Rest For A Month Or Two And Start Over..
