The color of the hair depends on the content of melanin. The melanin content depends on the amount of sunlight falling on our skin or hair. Hence it has to do with climate. Hence people in cold countries have white skin, and colorless hair (blonde). The blue eyes is because of the lack of a pigment that masks the blue layer of the Iris. This characteristic is recessive to pigmented eyes. Also, color depends on the amount of the pigment present.
How comes in most parts of the world, blonde and red hair, and blue eyes are non-existent or are scarce?
Honestly you didn't really have much to choose from and while melanin does affect skin color to a certain degree this answer is not complete. The next answer would have been more correct since genetics plays a bigger role than melanin. Report It

blonde hair and blue eyes are both recessive traits thats why they are more rare. i dont know if or why the rarity is regional.
